I am trying to download free edition from https://dl.tigergraph.com/download.html
But its popup with to contact support for enterprise edition.
Can i also know if tigergraph enterprise is free for preprod/dev

Currently, they are updating the Downloading Portal. If you go there you will get a message saying to contact support@tigergraph.com.
You can send an email to victor@tigergraph.com and cc’ support@tigergraph.com – Victor Lee (VP, Developer Experience) will be able to assist you with the next steps regarding the download.
